This relationship between these two of Gangotris illegal and corrupt faces is never an easy one as this video shows. But Najma and Vikram need each other: Vikram needs people like Najma in order to find illegal tenants for Gangotris unsold flats and to collect illegal rents from their illegal tenants regularly; Najma needs Vikram to give her illegal operations some kind of official stamp.
